Its so much trouble to move an object out of the earth's gravitational system. We need some way of recapturing the energy, or somehow make a profit from flying a ship out there. Communications satellites and military intel are one way. What we need is an asteroid made of gold, or to find veins of rare metals on the moon. How about moon wine? What would wine be worth if it were fermented on the moon? Somehow these missions need to turn a profit, or we're going to turn them off.

That will probably be when somebody finds something out there that if brought back here can sell for more than it cost to bring it back here. Oh, and once the prices drop considerably, there's tourism.

Well, I think they might want to focus on technology to cheaply send space items down here, like a much better spaceman capsule and a way to ship tons of space material down to the surface. Getting things down to the surface is the easiest part of the space journey. I've no idea if its possible, but those two things would make missions into space a lot more frequent and friendly. Maybe they could kickstart your tourism, since in the event of a disaster the tourists would have a failsafe return system.
