OBAMA: "We have subsidized oil companies for a century. That's long enough. It's time to end the taxpayer giveaways to an industry that's rarely been more profitable, and double-down on a clean energy industry that's never been more promising."

THE FACTS: This is at least Obama's third run at stripping subsidies from the oil industry. Back when fellow Democrats formed the House and Senate majorities, he sought $36.5 billion in tax increases on oil and gas companies over the next decade, but Congress largely ignored the request. He called again to end such tax breaks in last year's State of the Union speech. And he's now doing it again, despite facing a wall of opposition from Republicans who want to spur domestic oil and gas production and oppose tax increases generally.

The University of Minnesota's Smart Politics conducted an analysis on the last 70 State of the Union addresses and found that President Obama's three addresses have the lowest grade average of any modern president. I’ve talked tonight about the deficit of trust between Main Street and Wall Street. But the divide between this city and the rest of the country is at least as bad - and it seems to get worse every year.

Some of this has to do with the corrosive influence of money in politics. So together, let’s take some steps to fix that. Send me a bill that bans insider trading by Members of Congress, and I will sign it tomorrow. Let’s limit any elected official from owning stocks in industries they impact. Let’s make sure people who bundle campaign contributions for Congress can’t lobby Congress, and vice versa - an idea that has bipartisan support, at least outside of Washington.

Some of what’s broken has to do with the way Congress does its business these days. A simple majority is no longer enough to get anything - even routine business - passed through the Senate. Neither party has been blameless in these tactics. Now both parties should put an end to it. For starters, I ask the Senate to pass a rule that all judicial and public service nominations receive a simple up or down vote within 90 days.

The executive branch also needs to change. Too often, it’s inefficient, outdated and remote. That’s why I’ve asked this Congress to grant me the authority to consolidate the federal bureaucracy so that our Government is leaner, quicker, and more responsive to the needs of the American people.

Finally, none of these reforms can happen unless we also lower the temperature in this town. We need to end the notion that the two parties must be locked in a perpetual campaign of mutual destruction; that politics is about clinging to rigid ideologies instead of building consensus around common sense ideas.

An overwhelming majority of Americans approved of the overall message in President Obama's State of the Union speech on Tuesday night, according to a CBS News poll of speech watchers.

According to the poll, which was conducted online by Knowledge Networks immediately after the president's address, 91 percent of those who watched the speech approved of the proposals Mr. Obama put forth during his remarks. Only nine percent disapproved.

Last year, 83 percent of viewers approved of Mr. Obama's State of the Union remarks.

This year, 82 percent of those who watched the speech said they approve of the president's plans for the economy, up from 53 percent who approved before the speech. Eighty percent said they approved of Mr. Obama's plans for the deficit -- in contrast to 45 percent before the speech. Eighty-three percent approved of Mr. Obama's proposals regarding Afghanistan, which received only a 57 percent approval rating beforehand.

“For the first time in nine years, there are no Americans fighting in Iraq. For the first time in two decades, Osama bin Laden is not a threat to this country. Most of al Qaeda’s top lieutenants have been defeated. The Taliban’s momentum has been broken, and some troops in Afghanistan have begun to come home.”

The killing of bin Laden, which Obama used to open and close his speech, is an achievement that few partisans would quibble with. But the story about Iraq and Afghanistan is much more muddled.

Yes, U.S. troops have left Iraq, in part because the Obama administration was unwilling or unable — take your pick — to extend a security agreement with Iraq. Since the U.S. departure, Iraq has descended into violence as the government of Prime Minister Nouri al-Maliki has targeted Sunni opposition figures. The country at times appears to teeter on the edge of a new outbreak of sectarian violence.

Meanwhile, the president’s claim that the Taliban’s “momentum has been broken” is a highly debatable claim. U.S. intelligence agencies, for instance, recently concluded in a secret assessment that the war in Afghanistan “is mired in stalemate” and that security gains from an increase in American troops “have been undercut by pervasive corruption, incompetent governance and Taliban fighters operating from neighboring Pakistan,” according to the Los Angeles Times. Other U.S. officials have dissented from the report’s conclusions, but the dispute is an indication of how fragile any momentum may be.
