If you want to call acting as Commander In Chief to all our troops "electioneering" be my guest.  I was in the army before DODT and at that time it was standard practice to weed out suspected gays and discharge them with a DOD. So in a way, DODT was a step forward. Problem was, to my knowledge, homosexuality remained a violation the code of military justice.
