MAX 4 faces, has to be from entire history of NFL. Presumably the standard is something like a) biggest impact on the game and b) a factor of recognition. Not looking for "Joe Wyzkzyzak invented the football in 1882."

Curly Lambeau (along with Halas) was in the very first group elected to the Hall of Fame in 1963. Walsh didn't make it in until 1993, Rooney in 2000. Lamar Hunt was inducted in 1972.
